ERC directed MER to claim refund from power generation companies. The ERC said it
has directed Meralco to file petitions against power generation companies and PSALM for the
refund of the transmission line loss components of the line rentals associated with PSALM
bilateral transactions from the start of the WESM operations and the Transition Supply Contract
implementation in November 2006The total refund amounts to Php9.839Bil, which PSALM
accounting for Php5.176Bil of the potential refund. Meanwhile, AP has a potential liability
of 1.34Bil, while SMC, Masinloc Power Partners and Sem-Calaca has potential liabilities of
Php1.34Bil, Php865.8Mil and Php265.54Mil, respectively.
This refund petition should have a neutral impact on Meralco given that whatever amount
collected from PSALM and the power generation firms will be passed on as refund to
consumers. Meralco also stated in the past that no refund will be granted to consumers unless
it will be able to obtain a refund first from PSAM and the power generation firms. Meanwhile,
AP made a disclosure saying that it has no liability for the refund given that the original petition
was filed by MER against NPC back in 2008 (AP was not a party to the case),way before AP
acquired the IPPA contracts from PSALM. SCC has yet to issue a statement on the case.
However, similar to AP, it only acquired the Calaca coal plants from PSALM in 2009.

Meralco EGCO 460MW Quezon coal plant to be completed in 2017. Meralco said that the
460MW Quezon coal power plant with EGCO will be operational by early 2017. Meralco will
own 51% of the new coal plant, while its partner EGCO will own the remaining 49%. Meralco
said the cost of the plant, which will be using new technology, will be relatively more expensive
compared to the US$1.5Mil-US$2Mil per MW cost of normal coal plants.
Maintaining BUY rating. We have a BUY rating on MER with a FV estimate of Php347.4/
sh. Although the company continues to face regulatory risk, we think that at Php260/sh, there
is more than enough leeway for a possible reduction in allowable return. Moreover, MER is
expected to be the main beneficiary of the country increasing power demand brought about by
the rapid growth of the country’s economy. Plans to expand into power generation and retail
electricity sales should also improve the company’s long term earnings growth prospects.
Dividend yield is also attractive at 3.7%.
